It looks like it has a frame protrusion that connects directly to the front fender/wing, almost like a second fork connecting point. If so, why, and why is it the only bike to have this/why don’t other bikes have this?

There is a coil spring mounted on that arm - it’s a functional part of the suspension.

Telele ver suspension . The forks you see are just the sliders. The actual shock mechanism is at the base of the telelever arm. The idea is to separate the shock absorption function and the wheel location/steering functions.
They still use this on the current R1200GS and R1200RT bikes.
